Why a connected number still cannot send, and the exact steps to pass Meta business verification — including which phone number Meta is actually asking for.

Get your display name approved

A number can be connected, registered and green in Pointerly and still not deliver a single broadcast. When that happens the cause is almost always the same chain, and it starts one step further back than people expect.

The chain, in order

  1. The business has not passed verification. Meta reports this as error 141010, "The Business has not passed business verification."
  2. So Meta defers the display name review. It does not reject it — it postpones it until the business is verified. Your requested name simply never takes effect and the number keeps whatever name it had.
  3. So the number stays LIMITED and Meta adds the note "Your display name has not been approved yet."
  4. So marketing sends fail with error 131037, "needs display name approval before message can be sent." Opt-in confirmations, broadcasts and automations all fail the same way.

Fix step 1 first: nothing below it can move until the business is verified. Then re-submit the display name — a deferred request does not reliably wake up on its own (see "After it passes" below).

You may receive an email saying a display name was approved while this is still happening. Check which WhatsApp Business Account that email names: an approval on one account says nothing about a number on another.

The part that blocks everyone: which phone number Meta wants

Business verification asks you to upload a document showing your organisation's legal name and a phone number. The wording is "the phone number you entered", and that is the trap.

It is not your WhatsApp number. It is the business contact phone number you typed into the business details form a few steps earlier — a field you can edit.

The two are different objects at Meta:

The accepted documents make this obvious on their own: business registration or licence, tax document, certificate of incorporation, DBA papers, utility bill. None of those would ever carry a number that Meta itself issued to you — so if your WhatsApp number is one of Meta's (a +1 555… cloud number), it will appear on no document you own, and it is not what this step is asking for.

If no document shows both

This is where most people stall: there is no single paper with the company name and a phone number on it. The way out depends on one thing — what you entered as the legal name, because a reviewer compares the two strings and nothing else.

If the business is you. A sole trader, an individual creator, no company registered: your legal name is the business legal name, so a phone or utility bill in your personal name matches. This is a legitimate and common path.

If you entered a company. An LLC, an S.A., any registered entity: a bill in your personal name will be rejected. "Claudia Gonzalez" on the paper and "Claudia Gonzalez LLC" in the form are two different businesses to a reviewer, however obvious the connection looks to you.

Do it in the right order

People pick the fields first and then hunt for a document that fits. Reverse it:

  1. Find the paper you actually have with a phone number printed on it. A phone bill is ideal — it shows the number by definition.
  2. See whose name is on it.
  3. Enter that legal name and that phone number in the form, exactly.
  4. Upload it.

What you cannot do is mix: company name in the form, personal name on the document.

Two other ways out

  • Put the phone line in the business's name. If the company exists, changing the account holder on the line solves this permanently and gives you a clean document for every future review.
  • Verify by code instead of by document. Some flows offer a call or SMS to the number you entered rather than an upload. If that option appears, take it — no document needed for that step.

Each rejection makes the next review slower, so it is worth getting all three — legal name, phone number, document — aligned before submitting once.

Steps

  1. Open Meta Business Settings → Security Centre and start business verification. Pointerly links you straight to your own business from the connection card, so you do not have to find it.
  2. In the business details, set the phone number to your real business contact number — the one printed on your documents. Change it if the WhatsApp number was filled in there.
  3. Make sure the legal name matches your document exactly, character for character. "Claudia Gonzalez LLC" and "Claudia Gonzalez" are two different businesses to a reviewer.
  4. Upload a document that shows both the legal name and that phone number. A utility bill in the business name is usually the easiest; a registration or tax document works when it carries the phone.
  5. Submit and wait. Verification typically takes a few business days.

If your business has no formal registration, the usual route is a DBA ("doing business as") document or a utility bill in the business name.

After it passes: two limits, not one

Verification approval arrives as an email about the business — something like "we raised the limits for <your business>: 2,000 business-initiated conversations in a rolling 24 hours, more phone numbers, more WhatsApp Business Accounts."

That is the ceiling. It is not your number's limit.

So it is normal, and confusing, to read "2,000 conversations" in an email while Pointerly still shows 250/24h on the number. Both are correct. Meta says as much in the number's own health note: "Your message limit will increase after the display name is approved."

Re-submit the display name

A name request that was deferred while verification was pending does not reliably resume by itself — no new decision arrives and the request simply sits there. Once the business is verified:

  1. WhatsApp Manager → the number → Profile → Display name → Edit.
  2. Submit it again, even if the text is identical. With the business verified it now goes to a real review instead of being deferred.
  3. Press Re-check on the connection card to pull the result as soon as it lands.

Pick a name that plainly relates to the verified entity. Meta rejects a display name with no connection to the business it verified — if you want a trade name, the DBA document is what earns it.

Once the name is approved: the number leaves LIMITED, its tier rises toward the business ceiling, and sends stop failing with 131037.

What this is not

  • Not something Pointerly can approve. The verification is between the business and Meta; we can only report what Meta says.
  • Not fixed by changing the display name again — while verification is pending. Every name request is deferred until the business is verified. Afterwards is exactly when resubmitting is the right move.
  • Not finished when the business is approved. That raises the business ceiling; the number's own limit waits on the display name.
  • Not a problem with the WhatsApp number itself. A Meta-issued number is already verified as a number; what is missing is the verification of the business behind it.
